haven't gotten the opportunity to have the quest yet, but I have gotten requests for the party hats...when will it show up?

The quest must be from home farm? We cannot grow those items on EC soooo...maybe that's why I haven't received the beginning of the quest? I'll check home farm and report back. LOL
